After a successful rollout in implementing the Electronic Tendering System, a contract was concluded with Management and Planning Organization of Iran in order to implement National Tender Database which is one of the most important and sensitive parts of e-government. This project transformed national supply system.

This project was implemented using a centralized approach on 5300 public and governmental organization who were supposed to execute the new tendering law (2005) in executive, legislative judicial bodies and municipalities.
The website fully digitized calls for governmental procurement including public and limited tenders.

Municipalities now are using smart profiles which are an efficient, reliable and easy tool.
Comparing the benefits of a smart profiles and paper certificates, one can no longer reckon paperwork in the municipality efficient from technical, economic and legal point of view.
Building profiles containing property information and building permits, are not available on traditional media storage tools such as CDs, floppy disks and flash drives due to lack of information security and legal considerations. Besides, using smart profiles, the administration of all levels (local, regional, national) is able to deal with citizens’ problems in a faster, cheaper, and more comfortable manner.

The changing face of city has created a radical shift in residents’ needs and major issues confronting them. Nowadays the majority of Tehran dwellers go to Tehran municipality. Roughly seventy percent of applications and inquiries are pertinent to real estate, land space architecture, city planning and renovation of building of all types.
The legislative body has authorized the municipalities to issue all construction and renovation permits- residential, office or commercial – according to the laws and technical specifications governing such activities.
At the present time, there are more than 2 million files concerning various matters of construction at the twenty districts.

Powered by our experience in implementing three national IT projects with high security capabilities, accumulated knowledge of the existing demands, specific requirements of the relevant property management agencies and the support of a domestic accelerator we achieved a remarkable success and in 2006 the system was designed.
An overview of the capabilities of this infrastructure, which was recognized as a knowledge-based product in 2015, is outlined in the e-government software e-government infrastructure published by the Ministry of Communications and Information Technology.
